Dipnarine Mungal served more than three decades of distinguished service to the Public Service of Trinidad and Tobago. A consummate professional, Mr. Mungal's career stands as a masterclass in public financial management, corporate governance and executive leadership.

A Legacy of Financial Innovation

Mr. Mungal’s profound impact on our national infrastructure was anchored during his eight-year tenure (2018–2025) as the Director of Finance and Accounts (DFA) for the then Ministry of National Security. In this vital role, he was one of the primary architects responsible for streamlining and establishing the robust accounting measures and procedures that modernized the Ministry's financial operations. Serving as Chief Adviser to the Permanent Secretary and representing the Ministry before the parliamentary Public Accounts Committee, he successfully managed massive institutional frameworks and led a team of over 150 accounting personnel with absolute precision and integrity.

At the Ministry of Defence, Mr. Mungal continued his legacy of high-level stewardship. As Deputy Permanent Secretary, he steered strategic policy development, budgetary planning, and operational oversight, ensuring the seamless execution of long-term national programmes.

A Fellow of the Association of Chartered Certified Accountants (FCCA) since 2012, Mr. Mungal paired his global credentials with a Diploma in Business Management from the San Fernando Technical Institute.
